Crowd Control Queensland Refresher Course

• To maintain your security licence in Queensland, you are required to complete tri-annual revalidation training.
• This is a mandatory requirement of the Queensland Office of Fair Trading.
• Under new regulations, crowd controllers and bodyguards must demonstrate the ability to manage conflict and minimise harm to patrons.
• To stay compliant, you must complete three specific units every three years.
• The Office of Fair Trading now recognises Provide First Aid (HLTAID011) as part of ongoing training for crowd controllers and bodyguards.
• Our course reflects these updates, ensuring you remain fully compliant and industry ready.

This refresher course is mandatory for security professionals in Queensland who hold a current security licence with one or more of the following functions:

• Crowd Controller
• Bodyguard

Under Queensland legislation, licensed security personnel must complete refresher training every 3 years in specific units to remain compliant and continue working lawfully in the industry.

This training is ideal for:

• Licensed Crowd Controllers working in pubs, clubs, venues, or events
• Licensed Bodyguards operating in private or public roles
• Security personnel looking to renew their licence with the Office of Fair Trading (OFT)
• Professionals wanting to stay current with legislative and physical skills requirements (e.g., conflict negotiation, restraint techniques, and first aid)

RTO Entry Requirements

To enrol in the crowd control Queensland refresher course, participants must meet the following requirements:

• Meet English language, literacy, numeracy and Digital requirements which will be assessed on enrolment.
• Meet Queensland security licencing requirements.
• Hold a current Queensland Security Licence that includes either Crowd Controller and/or Bodyguard functions
• Be within the 3-year renewal period as outlined by the Office of Fair Trading (OFT) for mandatory refresher training

Please note: Participants who do not meet the licensing criteria will not be eligible to undertake this course.

CPPSEC3101 Manage conflict and security risks using negotiation

This unit specifies the skills and knowledge required to manage conflict and security risks using negotiation techniques.

It includes:

• reviewing and applying workplace procedures and policies including workplace health and safety (WHS) to comply with legal rights and responsibilities
• maintaining situational awareness to identify and assess sources of conflict and risk, and selecting and implementing response options within the scope of own authority
• using negotiation and communication techniques to resolve conflict, minimise risk and encourage a shared approach to conflict resolution
• working with others to report, evaluate and improve response procedures.

It applies to people working independently or under limited supervision as members of a security team.

CPPSEC3121 Control persons using empty hand techniques

This unit specifies the skills and knowledge required to control persons using empty hand techniques.

It includes:

• identifying threats posed by persons presenting a risk to the safety of self or others and assessing response and withdrawal options
• negotiating with subjects to defuse conflict and give spoken warnings and directions
• applying recognised empty hand techniques using the minimum amount of force necessary to remove the immediate threat while avoiding vital areas of the body and without harming subjects
• isolating subjects at a safe distance from members of the public and monitoring their wellbeing and safety.

It applies to people working independently or under limited supervision as members of a security team.

HLTAID011 Provide First Aid

This unit describes the skills and knowledge required to provide a first aid response to a casualty in line with first aid guidelines determined by the Australian Resuscitation Council (ARC) and other Australian national peak clinical bodies.

The unit applies to all persons who may be required to provide a first aid response in a range of situations, including community and workplace settings.

Upon successful completion of these units, students will receive a Statement of Attainment listing the three units as part of the CPP31318 Certificate III in Security Operations.
