User Choice is one of the Government Funding Courses in Queensland, known as the VET Investment Plan. This plan provides public funding for the delivery of accredited, entry level training to apprentices and trainees.
Under this program, apprentices, trainees and their employers can select a preferred Registered Training Organisation (RTO) from a list of pre-qualified Skills Assure RTOs for the delivery of accredited training to meet their specific needs.
The program works in conjunction with the Commonwealth Australian Apprenticeship System. Under this system, apprentices and trainees are required to enter into a legally binding training contract with their employers to receive structured training and achieve a nationally recognised qualification.
HR Training can offer preliminary advice on your eligibility for a traineeship and various other options available under the User Choice – Queensland Government Funding Courses Program. However, it’s the role of the Australian Apprenticeship Support Network (AASN) to provide specific information on eligibility, administration services and support to employers and Australian Apprentices.
The AASN assists with the signing of training contracts and also assesses, approves and processes the payment of Australian Commonwealth Government incentives to eligible employers, as well as personal benefits to eligible Australian apprentices. HR Training can supply (on request) a list of Australian Apprenticeship Support Network (AASN) in your state.
When a student is accepted into the User Choice – Queensland Government Funding Courses Program, HR Training is required to collect a Student Contribution Fee. This fee is calculated at $1.60 per nominal hour for each unit of competency delivered. The total fee will vary according to the units selected in the qualification.
When a student is accepted into the User Choice – Queensland Government Funding Courses Program, HR Training total the number of Nominal hours from the units chosen in the certificate being completed and multiply this by $1.60 per hour to get the Contribution Fee the student or employer needs to pay.

Student Contribution Fees and Course Fees must be paid within 14 days from the date of the invoice. An invoice from HR Training outlining these fees will be sent to the student prior to course sign-up and enrolment.
A reduced Student Contribution Fee of $0.65 (40% of the normal contribution fee) per nominal hour will apply where the student falls into one of the following Partial Exemption categories:
When a student is accepted onto the User Choice – Queensland Government Funding Courses Program, some exemptions for paying Student Contribution Fees may apply. These exemptions can be under one or more of the following 4 conditions:
HR Training can negotiate a payment plan for these fees where the employer or student is unable to pay the full fee upfront prior to commencement of training. If the student or employer is unable to pay the fees upfront and elect to pay by instalment or payment plan, the total Contribution Fee must be paid prior to the commencement of 70% of the course units.
HR Training will provide a refund of User Choice Student Contribution Fees for training units that have not been uploaded to the students Dashboard at the time of cancellation of the enrolment. Or in the case of Face-to- Face courses, units that have not been delivered in a classroom or by Zoom, Teams, FaceTime or any other media at the time of cancellation of enrolment.
The refund applied is a proportion of the balance of the Course Fee for units that have not been uploaded for the student to commence at the time of cancellation of enrolment. So where a student has withdrawn, but not commenced a unit that has been uploaded or delivered in a Face-to-Face setting, no refund will apply.
